Decentralised cooperation is « a series of international cooperation of actions carried out by agreement between one local authority and an other, or more, of at least two different countries, and their affiliated institutions around a common interest and within the framework of their mutual competences. »

United Cities Lebanon/ TOLM cooperates with partners of different nationalities. The frequency and sustainability of Franco-Lebanese exchanges, however, make the French local authorities privileged partners. Therefore, focus will be drawn on our work with French local authorities and networks.
