United Cities Lebanon/Technical Office of Lebanese Municipalities (United Cities Lebanon/BTVL) manages the network of Lebanese local authorities, members of the World Organization of United Cities and Local Governments (UCLG), which aims at promoting the principles of local democracy, partnership and solidarity between cities, in particular by supporting decentralized cooperation programs, and mobilizing funds and technical support for the international actions related to the projects and their members.

The Technical Office of Lebanese Municipalities is in charge of assisting local authorities from both a technical and institutional standpoint in strengthening the capacities of elected local representatives and local agents, in planning and implementing their development projects and in expanding their international relations as well.

Our missions

1- Leading the Lebanese Mayor’s Committee and the network of municipalities and federations of municipalities, members of UCLG

2- Contributing to the decentralization process in Lebanon:

- Unifying the voice of all the local authorities

- Ensuring the recognition of the role played by local authorities in local development

- Encouraging the dialogue between local authorities, governmental institutions and international organizations

3- Reinforcing local institutions and local governance:

- Training the representatives and municipal agents on specific themes

- Supporting local authorities in implementing developmental projects and in improving their public services

- Sharing new local approaches and practices with representatives and municipal agents

- Encouraging cooperation between local authorities

4- Developing international cooperation:

- Supporting municipalities and federations of municipalities in developing partnerships within the area of decentralized cooperation

- Raising awareness among European local authorities, funders and international organizations about the needs of Lebanese local authorities

Lebanese Mayor's Committee

Commissions

As part of its work, the Lebanese Mayors’ Committee has created thematic commissions (the "Finance", "Laws and Regulations", "Health and Environment", "Economy and Local development", "Security and Municipal police" and "Culture, Tourism and Heritage" Commissions) whose role is to hold meetings with the concerned institutions (Lebanese parliament and government, international institutions, etc.) in order to discuss encountered problems, possible solutions and projects pertaining to a problem, a project, or a cooperation.

Members

The Lebanese Mayors’ Committee is composed of 14 elected members. It is chaired by the City of Beirut which is assisted by three vice-presidents and 10 other members. Currently, the municipalities represented on the Lebanese Mayors’ Committee are as follows : Beirut, Ghobeyri, Jdeideh, Zahlé, Baalbeck, Aley, Furn El Chebbak, Jounieh, Nahr Ibrahim, Sidon, Tibnin, Tripoli, Zgharta/Ehden and Zouk Mikael.

Missions

Promote relations between UCLG member cities and municipalities, and European and Mediterranean cities, and encourage them to cooperate with the networks of cities.
Encourage collaboration with local and international institutions and programs dealing with local development and municipalities.
Represent UCLG member cities during meetings with funders and international institutions.
Suggest new and wide-ranging themes in order to develop municipal action.

Lebanese Mayor's Committee

United Cities Lebanon /Technical Office of Lebanese Municipalities is also leading the Lebanese Mayor’s Committee, which is elected by the local authorities that are members of UCLG and presided by the City of Beirut. This Committee is responsible of interacting with the government and the international entities in order to build a global and concerted analysis of the local authorities, their role as public service providers and the local development in general. The Lebanese Mayor’s Committee relies on multiple thematic commissions.

In 2020, United Cities Lebanon/TOLM has managed a network of 75 members (57 municipalities and 18 federations of municipalities), thus representing 335 cities and more than 70% of the Lebanese population.
