Lebanese local authorities are experiencing many
deficiencies, mainly because of the lack of human resources, the weakness of
municipal officers’ competency and the absence of any training center. Because
of these shortcomings, dangerous miscommunication and misunderstandings often
occur between the State and the municipalities. Also, the demographic explosion
following the Syrian crisis has added to the financial and material
difficulties Lebanese local communities are struggling against. It is therefore
necessary to support local authorities so that they are able to provide basic
services, improve dialogue with the State, take part in development projects,
and strengthen municipal work teams.
