Municipalities are faced with many challenges when it comes to the skills, training and recruitment of their local representatives and agents. Up to this day, there is still no training institution that would harmonize, structure and complement existing training opportunities at the national level. It is therefore crucial to provide a comprehensive, uniform and sustainable response to enable municipalities’ capacity building, and more particularly to "fight corruption and modernize the public sector and the management of public finances”.
