Between 2019 and 2021, structuring actions allowing the creation of the first territorial development agency in Lebanon around the life basin of the Abu Ali River, uniting Tripoli and Zgharta/Ehden in this reflection, were conducted, such as conducting a legal and financial study. Similarly, awareness-raising, communication, and lobbying activities have been carried out to promote the concept of an urban agency as a common tool for planning and implementing sustainable territorial development.

Local authorities and local actors are mobilized to involve them in the bodies of the future agency (State institutions, civil society, universities, private sector, etc.).

In this context, the French and Lebanese partners of the project are aware of the importance of continuing the momentum launched between 2019 and 2021, the need to consolidate the first results achieved, to implement actions that will facilitate the work of the future agency, to disseminate more widely knowledge about the role and interest of urban planning and territorial development agencies and to take advantage of the various decentralized cooperation projects implemented in the territory of the future agency.
