Since 2019, Lebanon has experienced an unprecedented multi-sectoral crisis. The economic and financial crisis created a political and social crisis. In the absence of reforms and in the face of hyperinflation, the country gradually plunges into poverty. Without employment opportunities, young people, the country’s living forces, are forced into immigration. At the same time, Lebanese local authorities, one of the last ramparts of public action, are strongly impacted by the crisis which only exacerbates their financial, technical, and human difficulties. However, they remain one of the last functional administrations in the country capable of meeting the needs of its population.
In this context, and in view of the absence of the State,
it is necessary to strengthen and accompany local authorities in order to
better meet the needs of citizens, in particular on the issues of youth
employment and local economic development.
